How to use this guide

Start with stage, not scheme name. Idea-stage founders should not begin with venture capital funds. Revenue-stage D2C brands should not burn weeks on wet-lab incubators. The Northeast has a genuine surplus of programmes; the failure mode is spraying applications everywhere and winning nothing.

Use three filters: (1) geography — is the programme NE-specific or national with a quota; (2) instrument — grant, soft loan, equity, tax break, or desk space; (3) proof required — idea deck, prototype, revenue, or registration number. Match all three before you write a single paragraph of application text.

The Assam startup stack (where most Guwahati founders begin)

Assam is the only NE state with a full vertical: policy, recognition ID, incubator, angel network, state VC fund, and a campus deeptech corridor on the north bank. If your keyword search brought you here for “assam startup,” this section is your home base.

Registration and recognition: The Assam Startup portal (startup.assam.gov.in) is the doorway. Recognition under the state policy unlocks stamp-duty benefits, faster clearances, and eligibility for state-linked grants. This is not the same as incubation at The Nest — you can hold one without the other.

The Nest (Ambari, Guwahati): Six-month cohort incubation run with IIM Calcutta Innovation Park DNA. Built for Assam-based teams with at least proof of concept — consumer, SaaS, services, light manufacturing. Ends in demo day and investor introductions. If you are pre-product, fix the prototype before you apply.

MASI (Mukhyamantri Atmanirbhar Assam): State flagship for entrepreneurs — often confused with startup recognition. Read the current notification for sector caps, award sizes, and whether your business category is excluded (certain sin goods, passive real estate, and pure trading without value add are commonly screened out).

Assam Start-up Venture Capital Fund: State-backed AIF managed through SIDBI Venture Capital. For Assam-incorporated companies with traction — not day-one ideas. NEVF (North East Venture Fund) at NEDFi House is the regional sibling; portfolio skews growth and expansion capital.

North bank — IIT Guwahati TIC and BioNEST: If your wedge needs a lab, field trials with PSUs, or long R&D cycles, start here instead of The Nest. Robotics, diagnostics, biotech, agritech hardware — the pattern is a research founder who can live in Amingaon.

CHIMES and sector desks: Chief Minister innovation schemes and department-specific calls (tourism, handloom, food processing) appear through the year. These are often smaller cheques but faster than central bureaucracy — worth watching if you are tourism, craft, or agri-linked.

Other Northeast states — one paragraph each

Arunachal Pradesh: Tourism, border trade, and horticulture dominate viable wedges. State startup policy recognition plus PMEGP and NEC-linked projects are the usual entry points. Infrastructure constraints are real — factor logistics into unit economics before you apply.

Manipur: MAITRI and the state startup mission anchor the Imphal scene — strong in handloom, sports goods, and pharma herbs. MSME clusters and women SHG credit lines are underrated for micro-brands scaling to D2C.

Meghalaya: PRIME Shillong is the visible incubator; organic farming, ecotourism, and music/creative exports are natural fits. One District One Product (ODOP) MSME support rewards founders who pick a single SKU and go deep.

Mizoram: Bamboo processing, ginger, and cross-border trade with Myanmar define many startup stories. State startup hub in Aizawl plus national bamboo mission grants overlap — read eligibility so you do not double-count the same activity.

Nagaland: Startup Nagaland and tourism/horticulture grants lead. Music, media, and agri value-chain startups show up repeatedly in winning cohorts. Export incentives matter if you are shipping spices or handicrafts outside the region.

Sikkim: Organic certification and tourism homestays are policy-aligned. State incubation in Gangtok plus APEDA-linked organic export subsidies reward clean supply chains — not generic “wellness” branding.

Tripura: Rubber, bamboo, and pineapple value-add near Agartala. Border haat trade and food processing PLI linkages appear in state notifications. Tripura Startup incubation is the first desk to visit for local incorporation.

Central schemes that actually reach NE founders

Startup India Seed Fund Scheme (SISFS): DPIIT-recognised startups receive grants through approved incubators. You apply to the incubator, not Delhi. IITG-TIC, BioNEST, AIC-NIPER, and The Nest (where eligible) are regional channels — ask which incubator holds live SISFS allocation before you draft a deck.

NIDHI (DST): PRAYAS for prototyping, EIR for fellowship stipends, SSS for seed through incubators. Hardware founders on the north bank should track PRAYAS calls — the money is smaller than VC but non-dilutive and milestone-based.

BIRAC: Biotech and medtech — BIG grant for early proof, LEAP and SEED funds for equity. BioNEST Guwahati is the local interface. If your molecule or device is not yet regulated, budget twelve months for trials before you promise revenue in applications.

MSME cluster: PMEGP for micro-enterprises (often ₹ lakhs, bank-linked), ASPIRE for agri-rural, SFURTI for traditional industries (handloom, coir, khadi clusters). These are not “startup” branded but fund real Assam brands — especially craft, food, and plantation-adjacent D2C.

MUDRA + CGTMSE: Collateral-free credit guarantee for small tickets. Banks across Guwahati participate. Useful when you have revenue but no property to mortgage — common for first-time founders in tier-2 cities.

Stand-Up India: Bank loans for SC/ST and women entrepreneurs. Pair with state recognition and a simple business plan; branch managers in NE often need education on startup revenue models — bring six months of bank statements if you have them.

Agriculture stack: RKVY-RAFTAAR agripreneur, Agriculture Infrastructure Fund (AIF), fisheries PMMSY, National Bamboo Mission. AgSpert-style agritech and plantation tech founders should map which ministry owns their customer (farmer vs FPO vs processor).

Export stack: DGFT schemes (MEIS successors, RoDTEP, market access), APEDA for organic and horticulture exports. Tea, spice, and handicraft D2C brands exporting from NE ports or air cargo should separate domestic GST story from export incentive story in applications.

Defence and deep tech: iDEX for defence innovation, MeitY TIDE and SAMRIDH for software/hardware, AGNIi for academic spinouts. PSU pilots (OIL, NRL, defence units in NE) are credibility multipliers in these applications.

Equity, angels, and regional funds

NEVF and Assam VCF are the two names every Guwahati founder hears. Neither is a pre-seed ATM. They want Assam or NE linkage, credible teams, and paths to ₹ crore revenue or strategic acquisition. Warm intros through The Nest, TiE Guwahati, or Assam Angel Network beat cold emails.

Assam Angel Network: HNI circle around The Nest. Angel cheques are often tied to state benefit criteria — understand term sheets and state policy in the same conversation.

National angels and syndicates (IAN, IPV, LetsVenture, VCats) do invest in NE founders but usually after a Bangalore or Delhi lead or a visible traction metric. Use them after you have something to show — monthly revenue, LOIs from PSU pilots, or IP filed.

Impact funds (Villgro, Ankur, Omnivore for agri) matter for rural and agri-tech wedges. Pitch unit economics per farmer or per weaver, not TAM slides copied from a SaaS template.

IIMA Ventures North East Growth Lab: Programme plus grant plus network — not pure equity. Strong for founders who can travel and complete bootcamp milestones.

Sector playbooks (tea, tourism, handloom, SaaS)

Tea and plantation D2C: State food processing subsidies, APEDA export help, SFURTI if you are cluster-based, logistics grants for cold chain from gardens to Guwahati hub. Your story must be brand and repeat purchase — not “we sell Assam tea.”

Tourism and hospitality: Swadesh Darshan / PRASAD central schemes plus state tourism entrepreneur grants. Homestays in Meghalaya, Sikkim, and Arunachal have dedicated lines — incorporate locally and show community benefit.

Handloom and craft: SFURTI, state handloom departments, GeM artisan onboarding, export incentives for GI-tagged products (Muga, Eri, tribal weaves). D2C craft brands should pair grant funding with influencer and marketplace distribution — grants rarely cover CAC.

SaaS and IT services: MeitY STPI, software export incentives, Startup India tax holiday (80-IAC) if DPIIT recognised. Assam IT policy rebates exist for eligible units — check current notification for seat and investment thresholds.

Biotech and medtech: BIRAC full stack, AIC-NIPER, ICMR grants, clinical trial partnerships with medical colleges in Guwahati and Dibrugarh. Budget regulatory time explicitly.

Application discipline (how not to waste 2026)

One master data room: incorporation docs, DPIIT/Assam recognition certificates, founder KYC, six-month bank statements, cap table, prototype photos or demo link, two-page executive summary, and a one-page use-of-funds table. Update monthly; copy-paste into portals instead of rewriting from scratch.

Stack programmes legally: Incubation desk + SISFS seed + MUDRA working capital is a common legal stack; two grants for the same milestone is not. Read “double dipping” clauses.

Deadlines are tribal knowledge unless you subscribe to a tracker. Our digest exists because Nest cohort dates and NEDFi windows do not hit your LinkedIn feed reliably.

If you win a grant, report on time. NE programmes are small communities — defaulting on reporting kills the next application.
